Multi-year, on-water environmental remediation and levee protection project

ENTACT served as the lead contractor for a multi-year, on-water environmental remediation and levee protection project along the Mississippi River. The project involved the surgical removal of impacted materials from a batture area, while reinforcing a critical river flood protection levee and T-WALL structure that safeguards an active manufacturing facility. Work was conducted under a joint permit with federal, state, and local government entities with stringent requirements for levee stability, wetlands mitigation, surface water quality, and navigation.

Scope of work included:

  • Designed and implemented all civil, mechanical, and electrical systems, including preparation of detailed work plans and engineering specifications
  • Procured, commissioned, and operated a wastewater treatment system, with treatment of more than 3.5 million gallons of infiltration water
  • Installed 4,300 linear feet of sheet pile cofferdams, wave attenuators, oil booms, and turbidity curtains
  • Surgically excavated and stabilized 140,000 cubic yards of filter cake material and impacted soil
  • Removed 50,000 cubic yards of overburden and placed 170,000 cubic yards of clean backfill and lightweight aggregate
  • Restored shoreline rip rap revetment and re-seeded upland areas between the river and the levee
  • Conducted real-time air quality monitoring and implemented active odor-control systems to protect surrounding communities

Construction activities were staged seasonally in response to river gage conditions and included suspensions for tropical weather events. Continuous monitoring ensured sheet pile movement and levee stability remained within geotechnical thresholds. All shoreline and excavation activities met federal surface water quality standards through daily inspections and reporting.

This complex project integrated design/build capabilities, rigorous quality control, and environmental protection measures, resulting in the successful stabilization of the levee system and long-term site restoration while minimizing impacts to adjacent waterways and communities.
