Retired Coal-Fired Power Plant Site Transformed into Master Planned Industrial Park

ENTACT completed soil and groundwater remediation activities on a former coal-fired power generating station impacted with polychlorinated biphenyls (PCBs), hexavalent chromium (Cr(VI)), chromium ore process residue (COPR) and extractable petroleum hydrocarbon (EPH) at concentrations that exceeded cleanup criteria for future site development.

ENTACT performed the excavation, segregation, waste characterization, and off-site treatment/disposal of excavated Toxic Substances Control Act (TSCA) and Resource Conservation and Recovery Act (RCRA) hazardous and non-hazardous soil. After the removal of the impacted soil, we installed 7,500 square feet of a steel sheet pile cutoff wall using an ABI MobilRam pile driving rig around the area of the PCB impacted soils and placed approved onsite fill and imported certified clean fill material.

While completing the original scope of work, an additional area impacted with technologically enhanced, naturally occurring radioactive material (TENORM) was identified. TENORM was present at ground surface to approximately 5-feet below ground surface and underlain with EPH-impacted soil to a depth of 23-feet below ground surface.

ENTACT, in collaboration with the engineer and developer, implemented an efficient and cost-effective remedy for this newly identified area, which included excavation, stockpiling, and characterization of the TENORM; in-situ stabilization of underlying EPH soil; and replacement of the TENORM onsite or disposal off-site based on characterization results.
