From Remediation to Revitalization: ENTACT’s Role in the Future of Utah City

In the heart of Utah Valley, a bold vision is taking shape. Utah City—a 700-acre, master-planned development—is poised to become a model for sustainable, walkable communities in the western United States. Before construction on residential developments, parks, retail centers, and pedestrian walkways could begin, however, the site required extensive environmental remediation and geotechnical construction work to prepare it for safe and responsible redevelopment. That’s where ENTACT came in.

In 2020, ENTACT completed a comprehensive corrective action project at a former steelworks facility located in Vineyard, Utah Our team was selected to execute complex environmental and geotechnical work under the state’s Resource Conservation and Recovery Act (RCRA) Closure-Post Closure Permit. The effort was a crucial step in transforming an industrial legacy into a livable, thriving community.

ENTACT’s scope included the design and construction of a 14.6-acre Corrective Action Management Unit (CAMU), which served as a centralized location for the safe consolidation and containment of material from multiple Solid Waste Management Units (SWMUs) on the property. This work involved extensive civil engineering and geosynthetic system integration, including a leachate collection system, multi-layer liner and cover systems, and stormwater management components.

A critical component of the project was the treatment and relocation of impacted materials. ENTACT constructed a specialized blending area to stabilize more than 330,000 cubic yards of wastes using tailored reagent formulations. These treated materials were then transferred, placed, and compacted within the CAMU to ensure long-term protective containment. In total, ENTACT managed the movement of over 2.9 million cubic yards of material across the site, ensuring regulatory compliance, environmental protection, and readiness for future development.

Additional project highlights included the installation of new groundwater monitoring wells, management and off-site disposal of other remediation wastes, construction of a CAMU perimeter access road, and final site restoration.

Today, land once dedicated to heavy industry is being reimagined as Utah City—a community built around residential developments integrated with parks, pedestrian promenades, and access to public transit. ENTACT is proud to have laid the environmental and geotechnical foundation for this ambitious transformation.
