Corrective action work at former steel works facility
ENTACT performed environmental remediation and geotechnical construction services at a former steel works facility in accordance with the state Department of Environmental Quality’s Resource Conservation and Recovery Act (RCRA) Closure-Post Closure Permit for facility-wide corrective action. This work supported future site redevelopment by consolidating and managing waste from multiple Solid Waste Management Units (SWMUs) into a newly constructed Corrective Action Management Unit (CAMU).
The project included the design and construction of a 14-acre CAMU and associated infrastructure. ENTACT’s integrated approach addressed complex waste streams and large-scale material handling while maintaining compliance with regulatory requirements and performance standards.
Scope of Work:
- Designed all major CAMU systems, including subgrade construction, leachate collection, liner and cover system components, gas venting, and drainage infrastructure
- Prepared and managed onsite materials for CAMU subgrade construction and embankment development
- Constructed the CAMU bottom liner system using geosynthetic clay liners (GCL and GCLL), high-density polyethylene (HDPE) geomembrane, geosynthetic drainage layers (GDL), and a leachate collection system
- Constructed a coal tar blending area for treatment of coal tar materials using reagents to meet strength specifications for CAMU placement
- Excavated and transferred waste from multiple SWMUs to the blending area or directly to the CAMU
- Loaded, placed, and compacted solidified waste materials into the CAMU
- Installed the CAMU cover system, including gas venting components, GCL, HDPE geomembrane, and GDL
- Installed final surface cover and constructed a perimeter access road
- Managed PCB-impacted remediation waste for offsite disposal
- Installed groundwater monitoring wells and completed final site restoration
In total, ENTACT blended and solidified more than 330,000 cubic yards of tarry waste and managed more than 2.9 million cubic yards of material throughout the project. This large-scale corrective action enabled long-term environmental management and prepared the site for future beneficial reuse.
