Challenge
Remediate a PCB-impacted community containing more than 600 residences, a school and a park
The area surrounding an industrial facility contained polychlorinated biphenyls (PCBs). Removal was critical since much of the area included residential and community spaces.
ENTACT used its residential remediation expertise to develop a multi-year solution that sensitively served the busy neighborhood, including more than 600 properties and a nearby school and park.
ENTACT Solution
ENTACT developed a field approach that prioritized the safety of the community, communication with the impacted neighbors, and an efficient schedule. To meet regulatory requirements, impacted material needed to be transported to an off-site facility or placed in an on-site depository constructed on the industrial site. ENTACT balanced the concerns of multiple stakeholder groups and delivered quality work safely, on time and on budget.
- Phased construction of a 20-acre repository for on-site placement
- Expedited removal of PCB-impacted material from school property
- For some residences, installed marker barrier systems in home crawl spaces to prevent direct contact with underlying impacted soils
The Results
- Remediated 676 residential properties, including restoration and revegetation activities
- Remediated city park and school property, including some interior surfaces
- Project was completed on time and on budget
- Met regulatory requirements within multiple zones, including commercial, public and residential
